6. Before you start working


This section provides essential information for suppliers wishing to work with V/Line.

Qualifications

Before contractors do any work with V/Line they must be able to demonstrate that they have the necessary processes, qualifications, competencies and insurances to provide the services we are engaging them to undertake, in a safe and environmentally responsible way and in accordance with legislative requirements. Copies of relevant licences must be provided.

Induction

All contractors who provide services to V/Line at any operational sites (including stations, depots, rail reserves, etc.) must undertake a contractor induction. 

The induction will take 30 minutes to complete and includes a registration form and online content. The registration form can be found on the "Contractors & tenders" section of this website. 

An initial introduction to each individual site, provided by the V/Line contact, must also be undertaken before commencement of work. 

Specific tasks may also require supporting documentation, such as a Job Safety and Environment Analysis or Work Method Statement.

Purchase orders

You must have a valid purchase order from V/Line before you commence work.

If you are requested to undertake work outside of normal business hours and the requirement is urgent, you should ensure you receive a purchase order on the next business day.

Unless a separate overriding contract has been entered into with V/Line, all goods and services supplied to V/Line are required to be supplied in accordance with our standard Purchase Order Terms and Conditions.

Working in the rail corridor

Additional requirements apply for anyone who is working within three metres of the rail line. All employees and sub-contractors must have track awareness training to the required level and have successfully completed a medical assessment carried out by a rail safety practitioner in accordance with the requirements of the Rail Safety National Law 2012.

If an individual is undertaking rail maintenance work or working within three metres of the rail line, on completion of the V/Line induction we will issue them with a V/Line contractor identification card. This card must be carried at all times when working with V/Line and must be shown when requested.

Site supervisors may also inspect licences and track awareness cards to confirm that individuals are appropriately competent to undertake specific activities.

Statement of confirmation

Where relevant, V/Line will require a written statement from suppliers that all employees of the organisation, and sub-contractors, have:
  • Current and relevant qualifications, licences and competencies to deliver the proposed goods or services.
  • Track awareness training to the required level.
  • Successfully completed a medical assessment carried out by a rail safety practitioner in accordance with the requirements of the Rail Safety National Law 2012.
  • Confidentiality and Privacy information acquired in the course of working with V/Line must not be disclosed to any others unless required by law. 
  • Suppliers must comply with Information Privacy Principles.

Ongoing requirements

Upon request by V/Line, you must be able to provide any documentation relevant to health, safety and environment.
Annually, you may be required to provide evidence documents, including insurance renewal certificates.  If you are unable to provide evidence, your ability to undertake work with V/Line may be restricted until such evidence is provided.
